H.R. 4646: Debt Free America Act - Should we worry?

I recieved an email demanding urgent attention to a bill proposed called the "Debt Free America Act" or H.R. 4646. The email states:


Should we be worried? According to Snopes.com, this bill introduced by Representative Chaka Fattah of Pennsylvania in 2010, "has no sponsors other than himself, has been languishing in committee ever since it was introduced and has about as much chance of passing as a snowball does of surviving Hell".
According to Snopes.com, Rep. Fattah has introduced other bills in 2004 - (H.R. 3759), 2005-(H.R. 1601), 2007-(H.R. 2130), and in 2009 -(H.R. 1703). None of these bills ever made it to a vote. Only one of the bills even managed to recieve a single sponsor.
The Email alert also states that Rep Peter DeFazio D-Oregon and US Senator Tom Harkin D-Iowa introduced the bill, however, both Snopes.com, and govtrack.us confirm that it was introduced by Representative Chaka Fattah.

Also, according to govtrack.us, the bill was introduced on February 23, 2010 but so far has only been "referred to commitee". It would still have several steps to go.
