President Barack Obama is tired of waiting for Congress to move on legislation to reduce carbon emissions, and his administration is poised to move forward on actions to do just that—including a move that will effectively eliminate the possibility of any new coal plant opening in the United States, experts say.

The "Gatso Millia" moving photo radar system is installed in an inconspicuous sedan in the hopes of catching motorists by surprise, photographing them on the highway unaware of what happened until a citation appears in the mail weeks later. The reference laboratory LNE (Laboratoire national de metrologie et d'essais) granted type approval to the device on Monday, certifying it as fit for use on French roads.

Conventional photo enforcement devices monitor traffic while stationary. Even "mobile" photo radar vans stop on the side of the road when issuing citations. As a result, most drivers slam on the brakes before approaching a known speed camera site, only to speed up after passing the device in order to make up for the lost time. The new system is meant to create roving speed traps that even careful drivers would find difficult to avoid. Police have had dashcam systems combined with radar that provide speed readouts of target vehicles while moving, but this is the first system designed to operate in a fully automated mode. 

"The modular components of this configuration are built into the car so that it can be operated in an ergonomic way," the Gatso Millia brochure explains. "One of the major advantages is that the appearance of the vehicle is not affected. For enforcement in both directions, the in-car solution can be incorporated both in the front and/or the rear of the car."

Gatso Millia uses an ordinary K-band doppler radar antenna and flash module installed on the front or rear bumper of the automobile. Batteries, the flash generator and the computer module are installed in the trunk.

The certification noted a number of limitations with the technology: The device is configured to issue a ticket only if the target vehicle is driving 20km/h (12 MPH) faster than the camera vehicle. The camera does not function in extreme temperatures of -4 degrees Fahrenheit. It cannot work on a road more than four lanes wide. 

The system claims to read speeds between 12 MPH and 155 MPH. A GPS unit adds geographic coordinates to the citation photograph and video so that the authorities can verify the alleged speeding took place within a particular jurisdiction. The only human intervention needed is to have the speed camera driver enter the correct speed limit.

Based in The Netherlands, Gatso supplies speed cameras to many of the photo ticketing firms that operate in the United States. Gatso first began making automated ticketing machines more than fifty years ago.

First Amendment
The 1st Amendment protects speech, religion, assembly and the press:

The threat of being labeled a terrorist for exercising our First Amendment rights certainly violates the First Amendment.   The government is using laws to crush dissent, and it’s gotten so bad that even U.S. Supreme Court justices are saying that we are descending into tyranny.

Second Amendment
The 2nd Amendment states:
A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.
Gun control and gun rights advocates obviously have very different views about whether guns are a force for violence or for good.

Upcoming Scientific Publication: “(…) governments can and even should move beyond existent levels of public permission in order to shift norms, allowing public sentiment to later catch up with the regulation.”
Talk of putting UN behind the steering wheel of American government points to the coming age of a scientific dictatorship.
In a peer-reviewed paper by the American Institute of Biological Sciences titled “Social Norms and Global Environmental Challenges” (available ahead of print), to be published in the march 2013 edition of the Institute’s yearly journal BioScience, a group of well-known scientists calls on government and scientists to start with the planned social engineering of “norms” and “values” in regards to environmental policies. In addition, they propose putting into effect all sorts of environmental fines and regulations in the spirit of Agenda 21 to hasten the social acceptance of increased governmental control. Also, they propose that the scientific community as a whole should align itself with government “through a concerted effort to change personal and social norms”.
The group of scientists involved in the upcoming publication include two Nobel Prize winners, economist Kenneth Arrow and political scientist Elinor Ostrom, as well as behavioral scientists, mathematicians, biologists- not to mention population scientists, the most well-known of whom are Paul Ehrlich and Gretchen C. Daily- whose professional relationship dates back to the Ecoscience days. The authors start out by stating:
“Some have argued that progress on these (global environmental) problems can be made only through a concerted effort to change personal and social norms. They contend that we must, through education and persuasion, ensure that certain behaviors (…) become ingrained as a matter of personal ethics.” Stating that education and persuasion are insufficient to accomplish behavioral changes, they note:
“Substantial numbers of people will have to alter their existing behaviors to address this new class of global environmental problems. Alternative approaches are needed when education and persuasion alone are insufficient. Policy instruments such as penalties, regulations, and incentives may therefore be required to achieve significant behavior modification.”
Proposing that “effective policies (…) are ones that induce both short-term changes in behavior and longer-term changes in social norms”, the collection of prominent scientists assert that “government is uniquely obligated to locate the common good and formulate its policies accordingly.”
The upcoming report however stresses that scientists are given the tools to have a hand in
“government policies intended to alter choices and behaviors” such as “active norm management, changing the conditions influencing behaviors, financial interventions, and regulatory measures.”
Each of these policy instruments potentially influences personal and social norms in different ways and through different mechanisms. Each also carries the danger of backfiring, which is often called a boomerang effect in the literature—eroding compliance and reducing the prevalence of the desired behaviors and the social norms that support those behaviors”.
“Eroding compliance”, it is called. Anticipating that an increase in regulatory interventions by government are sure to create resistance among the target population, the scientists express confidence that their recommendations “can be carried out in a way that abides by the principles of representative democracy, including transparency, fairness, and accountability.”
Despite these on-the-surface soothing words, the authors stress that government (and the scientific community) should ultimately “move beyond” public consent when it comes to top-down regulations imposed on the American people:
“Some have argued that regulations are inherently coercive and cannot or should not exceed implied levels of public permission for such regulations. An alternative viewpoint is that governments can and even should move beyond existent levels of public permission in order to shift norms, allowing public sentiment to later catch up with the regulation”.
By admitting they are willing to “move beyond existent levels of public permission” to push ahead with draconian environmental policies, these prominent scientists (among whom we find two Nobel laureates and one Paul Ehrlich) have proven their willingness to deceive the American population for their “environmental” control model. As Aaron Dykes put it while interviewing Lord Christopher Monckton,, the environmental “cause” is nothing more than “an absolute valued pretext for their absolute control model”.
The engineering of public “norms” serves not so much any environmental cause, but another one, namely that environmental policies, even draconian ones, will finally be perceived by the US population as being consistent with their own personal norms.
The way in which government may go about it shifting norms, the scientists argue, is by on the one hand “managing norms” through “such things as advertising campaigns, information blitzes, or appeals from respected figures”. The other aspect involved is the use of financial incentives and disincentives with the aim of conditioning the public to accept an increasing governmental control over personal behavior. The paper continues by saying that the best way to alter existing behaviors is through persuasive government regulations “such as penalties, regulations, and incentives” in order to “achieve significant behavior modification.”
“Fines can (…) be an effective way to alter behavior, in part because they (like social norm management) signal the seriousness with which society treats the issue.”
By extension, the authors express hope that behaviors and values will “coevolve” alongside increased government control in the form of state regulations and “fines”:
“A carbon tax might (…) prove effective even in the face of near-term opposition. What needs to be assessed is the possibility that behaviors and values would coevolve in such a way that a carbon tax—or other policy instrument that raises prices, such as a cap-and-trade system—ultimately comes to be seen as worthy, which would therefore allow for its long-term effectiveness”
In the context of this idea that shifting norms will “coevolve” alongside increased government regulations, the authors state:
“Each of the government interventions can influence both personal and social norms, although they do so through different mechanisms. Only social norm management directly targets norms. Choice architecture, financial instruments, and regulations can all alter social norms by causing people to first change their behaviors and then shift their beliefs to conform to those behaviors.”
In other words: the scientists propose arousing the concept of cognitive dissonance in the minds of people in order to guide the herd towards “proenvironmental” citizenship.
“When it comes to environmental issues”, the scientists write, “two different types of social norms are at play in these dynamics: social norms of conformity or cooperation and proenvironment social norms. Only the first type need be present to induce proenvironment behaviors (although proenvironment personal norms may emerge from this through, e.g., cognitive dissonance, experience, or associating the positive feeling from social approval for an act with the act itself).”
In the upcoming publication the concepts of peer-pressure and cognitive dissonance are being brought into the equation as effective norm-determining factors:
“(…) norms of conformity and cooperation are far more universal than are proenvironment norms and are therefore far more powerful in inducing proenvironment behaviors that do not conflict with preexisting values or preferences. In other words, proenvironment values are not a necessary prerequisite to proenvironment behaviors.”
While the authors express their hope that government expands control through all kinds of environmental regulations, they argue that scientists (especially life scientists) should align with big government, join forces in an unrelenting campaign to gradually create changes in behavior so environmental policies will be more easily accepted over the course of some time.
“Life scientists could make fundamental contributions to this agenda through targeted research on the emergence of social norms”, the group asserts.

The Obama administration is openly escalating its campaign against private gun ownership, and shaking up the top ranks of the military command structure -- but is it also preparing to make war on the American population? According to a person identified as a former senior military official, the answer to that shocking question is yes.

World-renowned educator and human rights activist Jim Garrow says that the source, man regarded as "one of America's foremost military heroes," told him that President Obama is using a new litmus test for "determining who will stay and who must go" among top-ranked military leaders. That test is whether they will fire on US citizens or not. Garrow says that his source made the disclosure in order to "sound the alarm" over the administration's plans.

While Garrow will not yet reveal the identity of the source, it's important to note that Garrow himself is a man of considerable accomplishment. He is the founder of the Bethune Institute, which has established hundreds of schools throughout China. Three years ago, he was nominated for the Nobel Peace Prize for his work though a group called Pink Pagoda, which combat "gendercide" in China -- that is, the practice of rescuing baby girls who had been abandoned or targeted for infanticide because of the government's one-child policy. He was personally involved in helping to save the lives of more than 50,000 Chinese girls. He joins Gary Franchi on WHDT World News to discuss this new "Litmus Test."

Feds admit: Gun laws won't slow crime

A study by the Department of Justice’s research wing, the National Institute of Justice, has the feds admitting that so-called “assault weapons” are not a major contributor to gun crime.


The study also concluded those weapons are not a major factor in deaths caused by firearms, nor would an “assault weapons” ban be effective.
“The existing stock of assault weapons is large, undercutting the effectiveness of bans with exemptions,” it said. “Therefore a complete elimination of assault weapons would not have a large impact on gun homicides.”
The report finds no significant link between “assault weapons” and murders.
“Since assault weapons are not a major contributor to U.S. gun homicides and the existing stock of guns is large, an assault weapon ban is unlikely to have an impact on gun violence,” the report said.
“Fatalities from mass shootings (those with 4 or more victims in a particular place and time) account on average for 35 fatalities per year,” the report said.

One of the major gun-control efforts in Olympia this session calls for the sheriff to inspect the homes of assault-weapon owners. The bill’s backers say that was a mistake.


Forget police drones flying over your house. How about police coming inside, once a year, to have a look around?
As Orwellian as that sounds, it isn’t hypothetical. The notion of police home inspections was introduced in a bill last week in Olympia.
That it’s part of one of the major gun-control efforts pains me. It seemed in recent weeks lawmakers might be headed toward somecommon-sense regulation of gun sales. But then last week they went too far. By mistake, they claim. But still too far.
“They always say, we’ll never go house to house to take your guns away. But then you see this, and you have to wonder.”
That’s no gun-rights absolutist talking, but Lance Palmer, a Seattle trial lawyer and self-described liberal who brought the troubling Senate Bill 5737to my attention. It’s the long-awaited assault-weapons ban, introduced last week by three Seattle Democrats.

DHS Advances Plan For “Public Safety” Drones

The Department of Homeland Security is advancing its plan to use surveillance drones for “public safety” applications, announcing last week that it had received a deluge of “excellent” responses from potential vendors and was set to carry out more tests of the technology.

As we first reported in July last year, DHS Secretary Janet Napolitano told a House Committee on Homeland Security that the federal agency was “looking at drones that could be utilized to give us situational awareness in a large public safety [matter] or disaster,” despite the fact that the agency had previously indicated it was reticent to use spy drones to keep tabs on the public.
This was followed by a “market research” announcement in September that confirmed the DHS was exploring a “Robotic Aircraft for Public Safety” (RAPS) project, and was asking small unmanned aerial systems (SUAS) vendors to take part.
In an update posted on the FedBizOpps website last week (PDF), the federal agency announced that, “Vendor response to our Request for Information (RFI), Number: DHS 13-01, on small unmanned aircraft systems (SUAS) was excellent and included the submission of over 70 white papers.”
The announcement added that a small number of the submissions would now be participating in the “first phase of assessments” for the technology in 2013 and 2014. The DHS refuses to specify which proposals were accepted and for what reasons.
Initial testing of robotic spy drones for “public safety” applications was conducted by the DHS’ Science and Technology directorate at Fort Sill, Oklahoma last year.
As Wired Magazine reported, the DHS is pursuing lightweight spy drones that can fly for two hours at a time, but it is also interested in military-style drones fitted with cameras that can spy on up to four square miles at a time.
As we reported last week, the ARGUS-IS surveillance camera system, developed by BAE Systems in conjunction with DARPA, has the capability to track every moving object across an area of 15 square miles, or a medium-sized city – and could be fitted to unmanned drones that can stay airborne for years at a time.
The DHS is already using another type of airborne drone surveillance, also utilized to track insurgents in Afghanistan and Iraq, for the purposes of “emergency and non-emergency incidents” within the United States.
Experts predict that there will be 30,000 surveillance drones in American skies by 2020 following a bill passed last year by Congress that permits the use of unmanned aerial spy vehicles on domestic soil.
Last week, a Federal Aviation Administration official told a conference in Northern Virginia that unmanned surveillance drones deployed in US airspace would not be armed with missiles.

No Accountability for CIA after 9/11: Former CIA Officer

Former CIA officer Philip Giraldi said that there was almost no accountability in terms of what the CIA has been doing since the September 11, 2001 attacks.
Giraldi also said he was “not surprised” when he heard that at least 20 detainees once held in the secret torture cells are currently unaccounted for.
Long after U.S. President Barack Obama ordered to close CIA’s “black-site” prisons and just after his nominee to head the agency, John Brennan claimed that the CIA is “out of the detention business,” at least 20 CIA prisoners are still missing.
“It shows that after 9/11 there was almost no accountability in terms of what the CIA was doing and they were literally as we know in the case of Italy and some other places picking people off the street and putting them in prisons in other countries. Sometimes the prisons were run by the local people and sometimes by the CIA in cooperation with local people. So I’m not surprised to hear this that there have been a number of people who had disappeared as part of this process,” Giraldi told Press TV on Thursday.
Last week the Open Society Foundations’ Justice Initiative released a report pulling together the most current information available on the fates of the prisoners. A few emerged from foreign prisons after the turmoil of the Arab Spring, according to ProPublica.
The report counts 136 prisoners who were either held in a CIA black-site or subject to so-called extraordinary rendition, in which detainees were secretly shipped to other countries for interrogation.
Many of the prisoners were tortured, either under the CIA’s “enhanced interrogation techniques” program or by other countries after their transfer.

In fact, more than one in four – a staggering 25 percent of workers – with 401(k) and similar retirement savings accounts are now using them to pay current bills, new data indicates.
The monetary figure is alarming: A quarter of the $293 billion deposited in such accounts each year is now being drained via loans, withdrawals and out-right cash-outs, “undermining already shaky retirement security for millions of Americans,” the paper said.
The new normal – Faltering finances
What’s worse is that the federal government is broke, too; the country is already trillions of dollars in debt and tens of trillions in the hole for unfunded promises made over the years by pandering politicians who have mortgaged the future of generations of Americans to buy votes today.
Because of their irresponsibility, policymakers will now have to cut the Social Security and Medicare benefits at some point – benefits that millions of Americans who paid into both systems were counting on to make it through retirement. Couple this eventuality with sustained low economic growth, poor employment prospects, stagnating pay scales and rising costs of food, fuel and utilities, and it is easy to see how more Americans will eventually be forced to mortgage their future.

G20 summit to focus on ‘currency war’ threat to economy

Japan’s aggressive attempts to spur on its struggling economy were set to escape censure from the G20 nations today as bickering in Moscow kept alive fears of a “currency war”.
Finance ministers at the G20 gathering are understood to have pulled back from explicit criticism of Japan, whose prime minister Shinzo Abe has embarked on a huge programme of monetary and fiscal stimulus to jump start the world’s third largest economy out of its third recession in five years.
The currency market was thrown into turmoil this week after the G7 – the United States, Japan, Germany, Britain, France, Canada and Italy – issued a joint statement warning against using domestic policy to target currencies.
But the show of unity was immediately shattered by off-the-record briefings against Japan, which needs a weaker yen to help fuel its export-driven economy.
