UN official expects no climate deal until 2011

AMSTERDAM – A new legal agreement committing nations around the world to curb greenhouse gas emissions is unlikely to be completed before the end of 2011, two years later than originally envisioned, the top U.N. climate official said Wednesday.



Yvo de Boer, executive secretary of the U.N. climate change secretariat, said countries need to restore confidence in U.N. negotiations following the dismal results of the Copenhagen summit in December, which ended in a vague agreement of principles and a pledge of finances for poor countries most threatened by climate change.



"There was a great deal of frustration at the end of the Copenhagen conference in terms of process," de Boer said in a conference call with reporters from his office in Bonn, Germany.



The next annual conference in Cancun, Mexico, beginning in November should get negotiations "back on track" among the 194 participating nations, with the aim of agreeing on the main elements that could be enshrined in a binding agreement a year later in South Africa, de Boer said.



"My hope is that Cancun will deliver what I had hoped Copenhagen would deliver," said de Boer, who is resigning July 1 after nearly three years in office.

Another "Snow Job" as British Committee Clears Climate Gate Scientists of Wrongdoing

In an article from FOX News.com, British investigaters have cleared the Climate Gate scientists of any wrongdoing. "The House of Commons' Science and Technology Committee said Wednesday that they'd seen no evidence to support charges that the University of East Anglia's Climatic Research Unit or its director, Phil Jones, had tampered with data or perverted the peer review process to exaggerate the threat of global warming -- two of the most serious criticisms levied against the climatologist and his colleagues," stated the article.

This "finding" comes shortly around the time Senator John Kerry, a Skull and Bones Member, who also is a member of the Council on Foreign Relations, stated "In the wake of health care’s passage, we have a strong case to make that this can be the next breakthrough legislative fight,” and “Climate legislation is the single best opportunity we have to create jobs, reduce pollution and stop sending billions overseas for foreign oil from countries that would do us harm.”

An article in AFP on March 22, 2010 stated, "After a hard-fought victory on health care reform, President Barack Obama's allies in Congress are pledging to move forward on climate change -- but some environmentalists remain skeptical.


Twenty-two Democratic senators have signed a letter calling for climate legislation within the year, although some observers question whether the White House will want another divisive vote as November midterm elections approach.

Senator John Kerry, the chief architect of climate legislation, said White House officials can now "pour their energy and attention" into the issue after Sunday's down-to-the-wire vote on expanding health care coverage."


Could it be that the UN, U.S. and many NGOs are now in the process of damage control and media preparation in order to make way for carbon taxes? Apparently this seems to be the case. The Commitee, according to the same article, as far as they were able to ascertain, stated "the scientific reputation of Professor Jones and CRU remains intact," and were at the conclusion that nothing contained in the 1000 plus leaked e-mails, or the controversy brought about by them challenges the global consensus that "global warming is happening and that it is induced by human activity."


Although the evidence of global warming has been refuted by thousands of credible scientists, the powers that are, (and who want more power) have decided to once again ignore sound evidence and public consent that global warming is a bogus sham (or just a bunch of hot air?), and have now decided to force climate legislation on us! - just as they did in the National Healthcare Bill!

It goes to show that once again, there is a deaf ear on Capital Hill, and that it will take literally millions of America's voices to make them hear us say - NO MORE TYRANNY!

Global warming is a scam to further erode sovereign boundaries of nations, and to further destroy property rights, as well as individual freedoms.  The House of Commons' Science and Technology Committee may have found these scientists and the CRU not guilty of wrong doing, but We The People find both the Global Warming supporters, and all who are pushing to enslave us through it - GUILTY!

The ever elusive Osama Bin Deadin has once again sent his message via "seance"? to the media threatening the U.S. saying al-CIAda will kill any Americans they capture if the U.S. executes the so-called mastermind of the Sept. 11 attack.


Isn't it convenient that once again the message was an audiotape? I guess it's easier to capture the message in audio when performing a seance - right?

CAIRO - Osama bin Laden threatened in a new message released Thursday to kill any Americans al-Qaida captures if the U.S. executes the self-professed mastermind of the Sept. 11 attacks or other al-Qaida suspects.



In the 74-second audiotape aired on Al-Jazeera television, the al-Qaida leader explicitly mentions Khalid Sheik Mohammed, who was captured in Pakistan in 2003. He is the most senior al-Qaida operative in U.S. custody and is currently detained at the U.S. naval base at Guantanamo Bay, Cuba.



In 2008, the U.S. charged Mohammed with murder and war crimes in connection with the Sept. 11, 2001 attacks on the U.S. Pentagon officials have said they will seek the death penalty for him. Four of his fellow plotters are also in custody.



"The White House has expressed its desire to execute them. The day America makes that decision will be the day it has issued a death sentence for any one of you that is taken captive," Bin Laden said, addressing Americans.



A U.S. counterterrorism official said it is absurd for al-Qaida to suggest it is going to start treating captives badly.



"They may have forgotten Danny Pearl and all the others they've slaughtered, but we haven't," said the official, who spoke on condition of anonymity in order to discuss classified information.



The official did not confirm that the tape was authentic.



After his March 2003 capture in Pakistan, Mohammed described himself as the architect of numerous terrorism plots and even claimed that "with my blessed right hand," he had decapitated Wall Street Journal reporter Pearl. Pearl was found beheaded in Pakistan in 2002.



The U.S. is still considering whether to put Mohammed and the four fellow plotters on military tribunal. The Obama administration is also looking into recommendations for civilian trials, and is expected to announce a decision soon.



Al-Qaida is not known to be holding any Americans captive now. But the Haqqani group - the Pakistan-based Taliban faction closest to al-Qaida - is holding American soldier Pfc. Bowe Bergdahl who was captured in eastern Afghanistan in June 2009. It released a video of him in December.



Bin Laden also said President Barack Obama is following in the footsteps of his predecessor George W. Bush by escalating the war in Afghanistan, being "unjust" to al-Qaida prisoners and supporting Israel in its occupation of Palestinian land.



"The politicians of the White House were and still are wronging us, especially by supporting Israel and occupying our land in Palestine. They think that America, behind oceans, is safe from the wrath of the oppressed, until the reaction was loud and strong in your homeland," he said of the Sept. 11 attacks. "Equal treatment is only fair. War is a back-and-forth."



Bin Laden is believed to be hiding somewhere in the rugged, lawless border region between Afghanistan and Pakistan.



The prospect of giving Mohammed and the four fellow plotters a civilian trial in New York City has led to protests by residents and relatives of Sept. 11 victims who fear that such a move could again make the city a terrorism target and that they should instead face a military trial.



Earlier this month, South Carolina Republican Sen. Lindsey Graham said that if Obama agrees to try the five in military tribunals, he will press fellow Republicans to vote to close the Guantanamo Bay prison.



Graham told CBS television's "Face the Nation" March 7 that reversing Attorney General Eric Holder's plan to try the suspected terrorists in a civilian court in New York City would be seen as an act of leadership by the public. The White House is reviewing Holder's plan and no new recommendation has been presented to the president. A decision is not expected for several weeks.

During the thorough coverage of H.R.3590 America thought it was free of a ‘Healthcare System’ that allowed a national medical registry to be created and the population to be tagged with implantable RFID chips. But a second heath care related bill called “The Reconciliation Act of 2010” (2300 pages) was recently passed by the Senate on March 25th after being passed by the House on March 21st. This bill has been cleared for the White House and awaits the signature of the Dictator and Chief. Buried in the text of the 2300 page monstrosity in section 2521, the creation of a National Medical Device Registry is enacted. This is portrayed as a registry to collect safety data on medical devices such as pacemakers and to put the safety data in a publicly accessible national electronic database.




But as usual the wording of this bill permits the creation of something entirely quite different. In 2004 the FDA approved the Verichip for use of storing medical records. This device was classified as a Class II medical device. This is most likely the Class II implantable device being referred to in this section of the bill. The bill allows the unique device identifier (Chip ID tag) to be linked to “postmarket safety patient outcome data” regarding the implantable device itself. In order “to facilitate the analyses of postmarket safety and patient outcomes” the health secretary will examine ways to gain access to Medicare health records, private sector health records and other data deemed necessary (including surveillance data) by the Health Secretary and then link it to the database and your RFID implant. Just to be accurate, section (3) defines “data” as “claims data, patient survey data, standardized analytic files that allow for the pooling and analysis of data from disparate data environments, electronic health records, and any other data deemed appropriate by the secretary.”



So basically this bill creates a National Database of any type of data deemed appropriate by the executive branch of the US Federal Government. This could literally be anything. This could include anything you might have expected to find in an East German Stasi file. All of this data will then be linked to a “Class II implantable device” under your skin. There you have it, just like Lindsey Williams warned us. Forget the national ID card, implantable microchips are coming to a clinic near you no later than 36 months after the bill is signed into law.

Section 203 of the Public Health Service Act (42 U.S.C. 204) is amended to read as follows:



SEC. 203. COMMISSIONED CORPS AND READY RESERVE CORPS.



(a) ESTABLISHMENT–



(1) IN GENERAL.–here shall be in the Service a commissioned Regular Corps and a Ready Reserve Corps for service in time of national emergency.



(2) REQUIREMENT.–All commissioned officers shall be citizens of the United States and shall be appointed without regard to the civil-service laws and compensated without regard to the Classification Act 2 of 1923, as amended.



(3) APPOINTMENT.–Commissioned officers of the Ready Reserve Corps shall be appointed by the President and commissioned officers of the Regular Corps shall be appointed by the President with the advice and consent of the Senate.



(4) ACTIVE DUTY.–Commissioned officers of the Ready Reserve Corps shall at all times be subject to call to active duty by the Surgeon General, including active duty for the purpose of training.



(5) WARRANT OFFICERS.–Warrant officers may be appointed to the Service for the purpose of providing support to the health and delivery systems maintained by the Service and any warrant officer appointed to the Service shall be considered for purposes of this Act and title 37, United States Code, to be a commissioned officer within the Commissioned Corps of the Service.




(b) ASSIMILATING RESERVE CORP OFFICERS INTO THE REGULAR CORPS.—Effective on the date of enactment of the Affordable Health Choices Act, all individuals classified as officers in the Reserve Corps under this section (as such section existed on the day before the date of enactment of such Act) and serving on active duty shall be deemed to be commissioned officers of the Regular Corps.



[Note here that those personally appointed by BO -- without advice and consent of the Senate -- automatically become a part of the Regular Corps. Ed.]



(c) PURPOSE AND USE OF READY RESERVE.–



(1) PURPOSE.–The purpose of the Ready Reserve Corps is to fulfill the need to have additional Commissioned Corps personnel available on short notice (similar to the uniformed service’s reserve program) to assist regular Commissioned Corps personnel to meet both routine public health and emergency response missions.



(2) USES.–The Ready Reserve Corps shall–



(A) participate in routine training to meet the general and specific needs of the Commissioned Corps;



(B) be available and ready for involuntary calls to active duty during national emergencies and public health crises, similar to the uniformed service reserve personnel;



(C) be available for backfilling critical positions left vacant during deployment of active duty Commissioned Corps members, as well as for deployment to respond to public health emergencies, both foreign and domestic; and



(D) be available for service assignment in isolated, hardship, and medically underserved communities (as defined in section 399SS) to improve access to health services.



(d) FUNDING.—For the purpose of carrying out the duties and responsibilities of the Commissioned Corps under this section, there are authorized to be appropriated such sums as may be necessary to the Office of the Surgeon General for each of fiscal years 2010 through 2014. Funds appropriated under this subsection shall be used for recruitment and training of Commissioned Corps Officers.

Obama announces 15 recess appointments, scolds GOP

WASHINGTON (AP) - Fed up with waiting, President Barack Obama announced Saturday he would bypass a vacationing Senate and name 15 people to key administration jobs, wielding for the first time the blunt political tool known as the recess appointment.




The move immediately deepened the divide between the Democratic president and Republicans in the Senate following a long, bruising fight over health care. Obama revealed his decision by blistering Republicans, accusing them of holding up nominees for months solely to try to score a political advantage on him.



"I simply cannot allow partisan politics to stand in the way of the basic functioning of government," Obama said in a statement.



The 15 appointees to boards and agencies include the contentious choice of union lawyer Craig Becker to the National Labor Relations Board. Republicans had blocked his nomination on grounds he would bring a radical pro-union agenda to the job, and they called on Obama not to appoint Becker over the recess.



Obama went ahead anyway, while also choosing a second member for the labor board so that four of its five slots will be filled. The labor board, which referees labor-management disputes, has had a majority of its seats vacant for more than two years, raising questions about the legality of its rulings.



Overall, the appointments will take place through next week, allowing people to make the transition to their new jobs, White House spokeswoman Jen Psaki. said. The news of Becker's appointment drew the quickest ire from Republicans.



"Once again the administration showed that it had little respect for the time honored constitutional roles and procedures of Congress," said Republican Sen. John McCain of Arizona, Obama's foe in the 2008 presidential election. "This is clear payback by the administration to organized labor."



Both Republican and Democratic presidents have made recess appointments, which circumvents the Senate's authority to confirm nominees, when they could not overcome delays. President George W. Bush made more than 170 such appointments in his two-term presidency. President Bill Clinton made nearly 140.



Obama had been on record as warning of recess appointments if the Senate didn't act. He followed through at the end of a week in which his political standing was significantly bolstered by the party-line passage of a historic health care bill, a student loan overhaul and a hard-fought nuclear arms treaty with Russia.



The White House dropped the news in a press release on a quiet Saturday, with Obama at Camp David and lawmakers home in their districts.



The recess appointments mean the 15 people could serve in their jobs through the end of 2011, when the next Senate finishes its term. A recess appointment ends at the completion of the next Senate session or when a person is nominated and confirmed to the job, whichever comes first.



Obama filled two posts at the Treasury Department: Jeffrey Goldstein as under secretary for domestic finance and Michael Mundaca as assistant secretary for tax policy. He singled them out: "At a time of economic emergency, two top appointees to the Department of Treasury have been held up for nearly six months."



On Becker, Republicans have held up his confirmation for months, saying they fear he would circumvent Congress to make labor laws more union-friendly. Democrats had failed to overcome Republican delaying tactics on Becker's nomination, and all 41 GOP senators wrote to Obama on Thursday urging him not to appoint Becker over the break - to no avail.



The White House says the appointees have been awaiting a vote for an average of seven months.



Obama named four people to the Equal Opportunity Employment Commission, which has also been operating without a quorum.



The Senate's top Democrat, Harry Reid, welcomed Obama's move. "Regrettably, Senate Republicans have dedicated themselves to a failed strategy to cripple President Obama's economic initiatives by stalling key administration nominees at every turn," said Reid, the majority leader from Nevada.



Obama and Democratic leaders say he faces more obstruction, in terms of the number of pending nominees and the length of their delay in getting a vote, than Bush did. The hyper-partisan atmosphere in Washington began long before Obama's presidency but remains as entrenched as ever, if not worse, during his term.



Already in a struggle with the U.S. Chamber of Commerce over a financial overhaul, Obama now has another one over Becker. "The business community should be on red alert for radical changes that could significantly impair the ability of America's job creators to compete," the chamber said in a statement.



In February, Democrats fell far short of the 60 votes they needed to push through Becker's nomination. Two Democrats joined Republicans in opposition.



Senate Minority Leader Mitch McConnell said Saturday that Obama's move "is yet another episode of choosing a partisan path despite bipartisan opposition."
