OTTAWA (Reuters) - European Parliament member and anti-globalization activist Jose Bove will be allowed to stay in Canada after earlier being told to leave the country, according to organizers of an event where he had been scheduled to speak.

The Council of Canadians, a social justice non-profit, said on Wednesday that a decision to expel Bove from Canada had been reversed.

Ralph Goodale, Minister of Public Safety, tweeted that "an appropriate outcome has been achieved" in the Bove case, though he said privacy rules block public comments on admissibility issues.

The Council of Canadians said Bove had been held by customs for several hours on Tuesday, causing him to miss a planned appearance at a public forum the group had organized in Montreal on the Canadian-EU Comprehensive Economic and Trade Agreement (CETA).

Bove tweeted on Tuesday evening that he had been blocked at Montreal airport for three hours and blamed it on his opposition to CETA.

Bove had said in an earlier interview with the Canadian Broadcasting Corporation that he had been allowed to go to his hotel, but his passport was confiscated and he was told he would have to leave the country Wednesday afternoon.

A spokeswoman for the Canada Border Services declined to comment on the specific case.

Bove is the keynote speaker at a separate conference in St. John's, Newfoundland on Friday and he will speak at the conference as originally planned, the Council of Canadians said in a statement.

Bove is known as an anti-globalization activist and for participating in the vandalism of a McDonald's restaurant in 1999. He was elected to the European Parliament in 2009.

Top Scientist: UN “Climate Finance” Is Subsidy for Kleptocracy

PARIS — The international wealth-redistribution schemesof the United Nations, justified under the guise of battling alleged man-made global warming, are really a massive subsidy to kleptocrats ruling poor countries paid for by the poor and middle classes of wealthier and freer nations, according to internationally renowned physicist Dr. Fred Singer.  

On top of that, the professor emeritus of environmental sciences at the University of Virginia said, the burden of proof in attributing climate changes to human activities is on man-made global-warming theorists seeking to regulate and control carbon dioxide, and not on skeptics. And so far, the alarmists have failed to demonstrate that mankind is responsible forany measurable impact on the climate, he said.    

Speaking at the Heartland Institute's “Day of Examining the Data” conference in Paris, which took place during the UN's COP21 climate summit last month, Singer and other scientists from around the world denounced the global-warming alarmism coming out of the nearby UN confab. Among other concerns, the experts said there was no climate crisis — much less a man-made one — and that the real agenda of the UN involves primarily money and power, not the climate.

Dr. Singer, an atmospheric and space physicist with unassailable scientific credentials, told The New American in an interview after his speech that climate science was far from settled, and that taxpayer money distributed by governments was buying the cooperation of scientists. He also suggested that human impacts on the climate, if there are any, are likely to be so tiny as to be completely insignificant.

“The climate has always been changing — warming and cooling, warming and cooling,” Singer said. “So we assume that this is a continuing process. The fact that we are now fairly well advanced in the industrial revolution — it has no influence on natural forcing, we don't affect what the sun does, we don't affect the volcanoes. So the null hypothesis, which means the normal way events go, we would assume that all changes in climate, even today, are due to the same kinds of natural forcing.”

The burden of proof, then, is on the alarmists demanding trillions of dollars and vast new controls over humanity under the guise of battling alleged anthropogenic (man-made) global warming (AGW) — not the other way around. “The null hypothesis that has to be disproven or amended is that natural forcings are changing the climate, simply because it's always been that way and we would assume that it would continue that way,” Singer emphasized. “So the burden of proof definitely has to be on the people who want to control CO2.” Other speakers at the summit emphasized that CO2 is the gas of life, not pollution.

And overcoming that burden will be a very tough, assuming it is even possible. “In all honesty, I will tell you that they have a very difficult job, I don't want that job of having to prove that,” said Singer, founder of the Science and Environmental Policy Project (SEPP) and the Nongovernmental International Panel on Climate Change (NIPCC). “We're quite open to the idea that maybe CO2 does have some influence, but it has to be demonstrated,” he continued. “So far, they have not been able to demonstrate uniquely to our satisfaction that CO2 has any measurable influence.”

Pope's Science Advisor Believes in Gaia- The Earth Goddess

The scientist who influenced Laudato Si, and who serves at the Vatican's science office, seems to believe in Gaia, but not in God.

St. Francis of Assisi’s hymn Laudato Si’ spoke of “Brothers” Sun and Fire and “Sisters” Moon and Water, using these colorful phrases figuratively, as a way of praising God’s creation. These sentimental words so touched Pope Francis that he named his encyclical after this canticle (repeated in paragraph 87 of the Holy Father’s letter).

Neither Pope Francis nor St. Francis took the words literally, of course. Neither believed that fire was alive and could be talked to or reasoned with or, worse, worshiped. Strange, then, that a self-professed atheist and scientific advisor to the Vatican named Hans Schellnhuber appears to believe in a Mother Earth.

Gaia

The Gaia Principle, first advanced by chemist James Lovelock (who has lately had second thoughts) and microbiologist Lynn Margulis in the 1970s, says that all life interacts with the Earth, and the Earth with all life, to form a giant self-regulating, living system.

This goes far beyond the fact that the Earth’s climate system has feedbacks, which are at the very center of the debate over climate change. In the Gaia Principle, Mother Earth is alive, and even, some think, aware in some ill-defined, mystical way. The Earth knows man and his activities and, frankly, isn’t too happy with him.

This is what we might call “scientific pantheism,” a kind that appeals to atheistic scientists. It is an updated version of the pagan belief that the universe itself is God, that the Earth is at least semi-divine — a real Brother Sun and Sister Water! Mother Earth is immanent in creation and not transcendent, like the Christian God.

What’s this have to do with Schellnhuber? In the 1999 Nature paper “‘Earth system’ analysis and the second Copernican revolution,” he said:

Ecosphere science is therefore coming of age, lending respectability to its romantic companion, Gaia theory, as pioneered by Lovelock and Margulis. This hotly debated ‘geophysiological’ approach to Earth-system analysis argues that the biosphere contributes in an almost cognizant way to self-regulating feedback mechanisms that have kept the Earth’s surface environment stable and habitable for life.

Geo-physiological, in case you missed it. Cognizant, in black and white. So dedicated is Schellnhuber to this belief that he says “the Gaia approach may even include the influence of biospheric activities on the Earth’s plate-tectonic processes.”  Not the other way around, mind you, where continental drift and earthquakes effects life, but where life effects earthquakes.

He elaborates:

Although effects such as the glaciations may still be interpreted as over-reactions to small disturbances — a kind of cathartic geophysiological fever — the main events, resulting in accelerated maturation by shock treatment, indicate that Gaia faces a powerful antagonist. Rampino has proposed personifying this opposition as Shiva, the Hindu god of destruction.

Mother Earth gets the flu and instead of white blood cells and a rise in temperature to fend off the infection, it sends white ice and a decrease in temperatures. How? Geophysiologically! I remind the reader that our author, writing in one of the world’s most prominent science journals, does not use these propositions metaphorically. He proposes them as actual mechanisms.

Schellnhuber echoes the theme of a cognizant, i.e. self-aware, planet in another (co-authored) 2004 paper in Nature 2004, “Climbing the co-evolution ladder,” suggesting again that mankind is an infection, saying that mankind “perturbs … the global ‘metabolism'” of the planet.

POPE CALLS FOR GLOBAL AUTHORITY TO IMPOSE CLIMATE CHANGE AGENDA

Pope Francis would like to see a new global political authority to coerce the “rich” nations of the West to force citizens to adopt radical lifestyle and energy consumption changes in response to unverified and widely debunked climate change alarmism.

“Humanity is called to take note of the need for changes in lifestyle and changes in methods of production and consumption to combat this warming, or at least the human causes that produce and accentuate it,” he wrote in a draft of a papal encyclical. “Numerous scientific studies indicate that the greater part of the global warming in recent decades is due to the great concentration of greenhouse gases … given off above all because of human activity.”

The leaked draft echoes one issued by Francis’ predecessor, Pope Benedict XVI, who in 2009 proposed an authoritarian United Nations on steroids to deal with the world’s economic problems and injustices.

The release of the encyclical comes ahead of international climate negotiations in Paris this December.

“By staking out the Vatican’s position on climate change, the pope is telling the world that protecting the environment is not a niche issue — it’s a human, personal and moral issue,” writes Jennifer Andreassen for the Environmental Defense Fund, an organization partnered with the Carlyle Group, Walmart and McDonalds.

The draft declares Pope Francis is in sync with the environmental movement and its objectives.

Some members of the environmental movement, however, are less than unanimous in the opinion that climate change is a result of human activity.

Speaking at a Commencement Ceremony for the Naval Academy today, Vice President Joe Biden warned graduates that they would have to be prepared for the devastating effects of climate change.

“We’ll rely on you, the United States Navy, to lead in solving these emerging problems,” he said, pointing to the massive devastation caused by a major typhoon in the Philippines.

The United States Navy, he explained, “filled the void” in the humanitarian efforts after the major natural disaster.

“Our presence, your presence, matters,” he said.

Biden directly quoted President Obama’s Coast Guard Academy address warning of more extreme storms as a result of climate change.

“Our forces will have to be ready, you remain indispensable,” he stated. “America’s command of the oceans is the measure and the symbol of our diplomatic and military primacy in the world.”

Vatican to Host Major Climate Conference

Pope Francis is convening a landmark climate change conference April 28 in Vatican City. Entitled "Protect the Earth, Dignify Humanity: The Moral Dimensions of Climate Change and Sustainable Development," the meeting will feature an opening address by UN Secretary-General Ban Ki-moon (shown with the pope in 2013) as well as statements and panel discussions involving 60 world religious leaders and scientists. The day-long event is sponsored by the Pontifical Academies of Sciences and Social Sciences, the UN's Sustainable Development Solutions Network, and Religions for Peace, a non-governmental organization (NGO) headquartered at the United Nations in New York City.

Bishop Sanchez Sorondo, chancellor of the Pontifical Academies of Sciences and Social Sciences, told the Catholic aid agencyCAFOD that the pope hopes to influence the UN's climate change talks scheduled to begin this November in Paris. "The idea is to convene a meeting with leaders of the main religions to make all people aware of the state of our climate and the tragedy of social exclusion," Sorondo explained.

Apparently, social exclusion ceases to be a tragedy when applied to the tens of thousands of prestigious scientists worldwide who reject the notion that humans are disrupting Earth's climate and destroying the global environment. None of them are slated for the pope's conference. Instead, the speakers list is limited to eco-cheerleaders such as American economist Jeffrey Sachs, who directs the Earth Institute at Columbia University, and University of California professor Veerabhadran Ramanathan, who has called global warming "the most important environmental issue facing the world today."

Agriculture Secretary: Government Will Not Wait For Congress, Laws In Implementing Obama Climate Plan

During a press conference on Wednesday, Agriculture Secretary Tom Vilsack announced the unilateral creation of new “climate action hubs” that will be placed in seven locations around the country.

“On the heels of passage of the farm bill, the administration will take executive action to help farmers, ranchers and rural communities combat climate change and adapt to extreme weather and other damage it causes,” a White House official said in an email ahead of Wednesday’s announcement.

The hubs will link a network of universities, nonprofits and Federal and State agencies to help further the President’s climate change agenda without legislative help.

“These climate action hubs are really part of the president’s climate action plan and its directive of us to actually act, not wait for Congress, not wait for laws to be passed, but to do it on our own,” Vilsack said at the White House.

According to the official, the new Regional Hubs for Risk Adaptation and Mitigation to Climate Change are designed to address fires, invasive pests, floods and droughts that environmentalists deem products of climate change on a regional basis.

Asked why the hubs were created without Congressional input, Vilsack said that Administration officials feel it is time to do everything possible to address climate change without Congressional gridlock getting in the way.

“As the president has said repeatedly, if there is an opportunity to work with Congress, we will work with Congress, and we did,” Vilsack said. “We’ve been waiting a while for Congress to work on climate. Fair enough. There are multiple reasons why they haven’t. But in the meantime, we’re going to take action because 51 percent of the land mass of the United States is a lot of land. It’s over 1.2 billion acres of land.”

He added, “I think we’re trying to work with Congress when we can and when they can’t or won’t, we’re going to continue to act. That’s what I think the American public wants us to do.”

The hubs will be located in Iowa, North Carolina, New Hampshire, Colorado, Oklahoma, Oregon and New Mexico. Sub-hubs will exist in Michigan, Puerto Rico and California.

John Kerry meets with Vatican … to talk global warming

Secretary of State John Kerry met with the Vatican’s lead diplomat on Monday to discuss a wide range of topics — including global warming.

The Boston Globe reports that Kerry spoke with the pope’s chief diplomat Archbishop Pietro Parolin on Monday to enlist a new ally in his push for peace in the Middle East. The U.S. secretary of state, who is Catholic, also talked global warming, stressing the U.S.’s shared responsibility in fighting a warming planet.

“And similarly, the Holy Father yesterday in his speech raised the responsibility that we all have for the climate, for responsibility for planet Earth, which is our common home, as he said,” Kerry said after his meeting with the Papal diplomat. “And we share the responsibilities with respect to that.”

MIT’s Richard Lindzen, the unalarmed climate scientist

When you first meet Richard Lindzen, the Alfred P. Sloan professor of meteorology at MIT, senior fellow at the Cato Institute, leading climate “skeptic,” and all-around scourge of James Hansen, Bill McKibben, Al Gore, the Intergovernmental Panel on Climate Change (IPCC), and sundry other climate “alarmists,” as Lindzen calls them, you may find yourself a bit surprised. If you know Lindzen only from the way his opponents characterize him—variously, a liar, a lunatic, a charlatan, a denier, a shyster, a crazy person, corrupt—you might expect a spittle-flecked, wild-eyed loon. But in person, Lindzen cuts a rather different figure. With his gray beard, thick glasses, gentle laugh, and disarmingly soft voice, he comes across as nothing short of grandfatherly.

Granted, Lindzen is no shrinking violet. A pioneering climate scientist with decades at Harvard and MIT, Lindzen sees his discipline as being deeply compromised by political pressure, data fudging, out-and-out guesswork, and wholly unwarranted alarmism. In a shot across the bow of what many insist is indisputable scientific truth, Lindzen characterizes global warming as “small and .  .  . nothing to be alarmed about.” In the climate debate—on which hinge far-reaching questions of public policy—them’s fightin’ words.

In his mid-seventies, married with two sons, and now emeritus at MIT, Lindzen spends between four and six months a year at his second home in Paris. But that doesn’t mean he’s no longer in the thick of the climate controversy; he writes, gives myriad talks, participates in debates, and occasionally testifies before Congress. In an eventful life, Lindzen has made the strange journey from being a pioneer in his field and eventual IPCC coauthor to an outlier in the discipline—if not an outcast.

Obama Launches New Global Warming Video as Phony "Consensus" Crumbles

President Obama’s White House website recently unveiled a one-and-a-half-minute video, “Addressing the threat of Climate Change,”  (see video below) in which he underscores his commitment to enact energy policies that he says will help stem the damage to the planet that, supposedly, is being caused by man-made emissions of carbon dioxide and other green house gases (GHGs).

A big problem for the president and others in the global warming choir is that even many of the most faithful voices in that choir are dropping out and starting to sing another tune. The British journal The Economist, one of the most revered opinion bellwethers of the chattering classes, has for years been a leading purveyor of the Al Gore-IPCC end-of-the-world fright peddling, when it comes to global warming. However, in a major about-face on June 20, “Climate change: A cooling consensus,” The Economist takes writers at the New Republic and theWashington Post to task for admitting that the global warming projections predicted by the computer models have failed, while at the same time trying to spin the results in such as way as to maintain the urgency for enacting drastic (and very costly) climate policies.

The Economist criticizes Nate Cohn at The New Republic and Brad Plumer at the Washington Post for clinging to support for policies that promise plenty of pain while offering no gain, especially since they acknowledge that time and reality have proven the predicted warming scenarios to have been false. The Economist piece notes:

Mr Cohn does his best to affirm that the urgent necessity of acting to retard warming has not abated, as does Brad Plumer of the Washington Post, as does this newspaper. But there's no way around the fact that this reprieve for the planet is bad news for proponents of policies, such as carbon taxes and emissions treaties, meant to slow warming by moderating the release of greenhouse gases. The reality is that the already meager prospects of these policies, in America at least, will be devastated if temperatures do fall outside the lower bound of the projections that environmentalists have used to create a panicked sense of emergency. Whether or not dramatic climate-policy interventions remain advisable, they will become harder, if not impossible, to sell to the public, which will feel, not unreasonably, that the scientific and media establishment has cried wolf.

The Barack Obama regime opened a new front in his war on America yesterday when he unveiled his plans to skirt Congress and cut so-called carbon pollution from existing power plants.

Most in Congress recognize the reality that the majority of Americans have concluded that anthropomorphic global warming is so much hokum and that any effort to further burden Americans with laws and regulations to stop something that doesn’t exist is a non-starter. But the collectivists, progressives and outright anti-human environmental lunatics that make up Obama’s inner circle don’t take “no” for an answer. So Obama says he’s going to regulate coal out of business.

Never mind that the first section of the first article of the Constitution grants all legislative powers to Congress; never mind that temperatures have not risen in 20 years, despite an increase in so-called “carbon pollution”; never mind that carbon dioxide is not a pollutant but is, along with oxygen, one of the two most important gasses in our atmosphere and vital to life; never mind that more regulations on energy will drive up energy costs and the prices of appliances, cars and machinery, and will further cripple the moribund economy and will drive more of the middle class toward poverty; and never mind that so-called renewable energy is not about creating renewable energy but is about transferring wealth, Obama is dead set on  his agenda to destroy the American way of life.

Inhofe: Cap and trade is ‘dead, gone, forever’

Oklahoma Sen. James Inhofe, the ranking Republican member of the Environment and Public Works committee, told The Daily Caller on Monday that climate change skeptics have won the debate over global warming on Capitol Hill.

“We’ve won the fight because there’s no way in the world they could pass through legislation a cap and trade bill,” Inhofe said, referring to proposed laws that would limit carbon emissions. “It’s dead, gone, forever.”

Inhofe, the author of “The Greatest Hoax: How the Global Warming Conspiracy Threatens Your Future,” says that he initially believed claims that humans were responsible for climate change. But after reviewing the science behind the claim, Inhofe now says he believes that the theory is a lie, and that the United Nations is largely responsible for promoting it.

“The history goes back to 1972 when this whole thing started,” Inhofe said. “And who was it? It wasn’t Al Gore. It wasn’t MoveOn.org. It was the United Nations.”

The United Nations, he said, has been promoting cap and trade style efforts to combat the non-existent threat of global warming for decades. And if such legislation were ever to make its way through Congress, he argued, it would amount to the largest tax hike in American history.

“I think this was orchestrated. Certainly I think it started with the United Nations, then the Hollywood elites jumped in,” Inhofe said. “Al Gore was clearly the leader, and he was very successful for a period of time. And the vast majority of Americans thought this was for real.”

“That’s all changed now,” he continued.

Globalist Insiders Push Iran Attack

The Bipartisan Policy Center (BPC) will formally call today for the United States to demonstrate its willingness to stop Iran’s unsubstantiated nuclear weapons program.

The BPC would like to see the United States deploy ships, step up covert activities and “sharpen its rhetoric to make more credible the threat of a U.S. military strike to stop Iran’s nuclear program,” writes Arshaf Mohammed for Militaryfeed.com, a U.S. military news web portal.

The BPC pronouncement arrives a day after intelligence boss James Clapper warned that Iran may launch attacks inside the United States.

The BPC is a non-profit organization that was established in 2007 by former Senate Majority Leaders Howard Baker, Tom Daschle, Bob Dole and George Mitchell. Its advisory board is dominated by JP Morgan, Locheed Martin and the Aspen Institute. The Aspen Institute is funded by the Carnegie Corporation, the Rockefeller Brothers Fund and the Ford Foundation.

“The United States needs to make clear that Iran faces a choice: it can either abandon its nuclear program through a negotiated arrangement or have its program destroyed militarily by the United States or Israel,” the BPC report states.

The report suggests “strengthening” the United States “declaratory policy” to make clear the willingness to use force, stepping up covert activities in Iran (apparently including the assassination of Iranian nuclear scientists and other terrorist acts), adding an additional carrier battle group to the Fifth Fleet in the Gulf, and increasing arm sales to Saudi Arabia, Kuwait, Oman and the United Arab Emirates.

If the steps do not stop Iran’s nuclear program, the BPC insiders suggest a “quarantine” to block refined petroleum imports by Iran.

As a last resort, the group asserts that the U.S. military has the ability to launch “an effective surgical strike against Iran’s nuclear program,” Militaryfeed.com reports.

The insiders and the neocon faction are using the latest intelligence report on Iran as a catalyst to call for attacks.

On Tuesday, former IRS lawyer, now chief counsel for the American Center for Law and Justice (ACLJ), Jay Sekulow called for action on the supposed Iranian threat outlined by Clapper and CIA director David Petraeus.

The ACLJ was founded in 1990 by the Christian Zionist globalist Pat Robertson.

Sekulow is connected to the United Nations and the Council of Europe through the European Center for Law and Justice, an organization that cooperates with the European Union.

Iran says it has evidence U.S. behind scientist's killing

(Reuters) - Iranian state television said on Saturday Tehran had evidence Washington was behind the latest assassination of one of its nuclear scientists.

In the fifth attack of its kind in two years, a magnetic bomb was attached to the door of 32-year-old Mostafa Ahmadi-Roshan's car during the Wednesday morning rush-hour in the capital. His driver was also killed.

The United States has denied involvement in the killing and condemned it. Israel has declined to comment.

"We have reliable documents and evidence that this terrorist act was planned, guided and supported by the CIA," the Iranian foreign ministry said in a letter handed to the Swiss ambassador in Tehran, state TV reported.

"The documents clearly show that this terrorist act was carried out with the direct involvement of CIA-linked agents."

The Swiss Embassy has represented U.S. interests in Iran since Tehran and Washington cut diplomatic ties shortly after the 1979 Islamic revolution.

State TV said a "letter of condemnation" had also been sent to the British government, saying the killing of Iranian nuclear scientists had "started exactly after the British official John Sawers declared the beginning of intelligence operations against Iran."

US President Barack Obama is busy aligning Middle East allies with the next US steps on Iran. Contributing to the mounting sense in Washington of an approaching US-Iranian confrontation, the Pentagon is substantially building up its combat power around Iran, stationing nearly 15,000 troops in Kuwait – two Army infantry brigades and a helicopter unit – and keeping two aircraft carriers the region. TheUSS Carl Vinson, the USS John Stennis which was to have returned to home base and their strike groups will stay in the Arabian Sea.

Iran is caught up in the same pre-war swirl of activity. Parliament Speaker Ali Larijani spent two days in Ankara this week. But Turkish leaders failed in their bid to sell their good offices as brokers for averting the expected collision between Tehran and the West. Before flying out of Ankara Friday, Jan. 13, Larijani commented: “We have different ways of doing things.”

DEBKAfile’s Iranian sources quote the Iranian official as telling his hosts that his country is prepared to take on any military aggressors. One of the responses weighed in Tehran to meet the rising military pressure might be an open declaration of Iran as a nuclear power. EPA Whistleblower Criticizes Global Warming Science and Policy in New Peer-Reviewed Study

Washington, D.C., April 1, 2011 – The scientific hypotheses underlying global warming alarmism are overwhelmingly contradicted by real-world data, and for that reason economic studies on the alleged benefits of controlling greenhouse gas emissions are baseless.  That’s the finding of a new peer-reviewed report by a former EPA whistleblower.

Dr. Alan Carlin, now retired, was a career environmental economist at EPA when CEI broke the story of his negative report on the agency’s proposal to regulate greenhouse gases in June, 2009.  Dr. Carlin’s supervisor had ordered him to keep quiet about the report and to stop working on global warming issues.  EPA’s attempt to silence Dr. Carlin became a highly-publicized embarrassment to the agency, given Administrator Lisa Jackson’s supposed commitment to transparency.

Dr. Carlin’s new study, A Multidisciplinary, Science-Based Approach to the Economics of Climate Change, is published in the International Journal of Environmental Research and Public Health.  It finds that fossil fuel use has little impact on atmospheric CO2 levels.  Moreover, the claim that atmospheric CO2 has a strong positive feedback effect on temperature is contradicted on several grounds, ranging from low atmospheric sensitivity to volcanic eruptions, to the lack of ocean heating and the absence of a predicted tropical “hot spot.”

However, most economic analyses of greenhouse gas emission controls, such as those being imposed by EPA, have been conducted with no consideration of the questionable nature of the underlying science.  For that reason, according to Dr. Carlin, the actual “economic benefits of reducing CO2 emissions may be about two orders of magnitude less” than what is claimed in those reports.

Sam Kazman, CEI General Counsel, stated, “One of the major criticisms of Dr. Carlin’s EPA report was that it was not peer-reviewed, even though peer-review was neither customary for internal agency assessments, nor was it possible due to the time constraints imposed on Dr. Carlin by the agency.  For that reason, we are glad to see this expanded version of Dr. Carlin’s report now appear as a peer-reviewed study.”
