Leaked Document Reveals Upcoming Biometric Experiments at US Customs

Motherboard
March 20, 2015

The facial recognition pilot program launched last week by US Customs and Border Protection, which civil liberties advocates say could lead to new potentially privacy-invading programs, is just the first of three biometric experiments that the feds are getting ready to launch.
The three experiments involve new controversial technologies like iris and face scanner kiosks, which CBP plans to deploy at the Mexican border, and facial recognition software, according to a leaked document obtained by Motherboard.
All three pilots are part of a broader Customs and Border Protection (CBP) program to modernize screenings at American entry and exit ports, including at the highly politicized Mexican border, with the aid of new biometric technologies. The program is known as Apex Air Entry and Exit Re-Engineering (AEER) Project, according to the leaked slides.
These pilot programs have the goal of “identifying and implementing” biometric technologies that can be used at American borders to improve the immigration system as well as US national security, according to the slides.

"The public should take notice. These programs may be coming to a theater near you."

The facial recognition pilot is up and running at Washington Dulles International airport, as first reported as operational by Motherboard, while the other two programs appear to have not been deployed yet. Unlike the facial recognition one, the other two appear to only target foreigners.
The CBP did not respond to Motherboard’s questions regarding these programs. The slides were leaked to Motherboard by Arjun Sethi, the American Civil Liberties Union (ACLU) legislative counsel, who attended a presentation held on March 10 at the CBP headquarters.
The second pilot is called Biometric Exit (BE) Mobile Experiment and has the goal of helping CBP “confirm with certainty that a foreigner traveler has departed the United States.”
As part of this experiment, the slides say that the CBP officers at the Atlanta Hartsfield International airport will use a “handheld device” to record the exit of a foreign national from the US and create a match with the person’s entry records, in order to figure out whether a foreigner has stayed in the US more than he or she was allowed to.
It’s unclear what the device actually does, but according to another person who attended the presentation at the CBP, the device is probably a fingerprint reader.
The third pilot is called Pedestrian Biometric Experiment and it will be deployed at the Otay Mesa border between the United States and Mexico, according to the slides.
This experiment has the goal of testing “the viability of facial and iris image capture” in a land border such as the one in Otay Mesa, and create “an additional layer of security” at the US southern border to “combat national security and public safety threats.”
The CBP will install devices capable of scanning a traveler’s face and iris, replacing existing entry kiosks, the agency explains in the slides. Other gizmos to be deployed include RFID document readers, iris biometric scanners, and facial biometric cameras, according to a sketch of the border station included in the slides.
While both these two programs, as well as the facial recognition one, are just experiments at the moment, privacy advocates warn that there’s a risk of mission creep, and that technologies like those used for these experiments could soon be deployed more widely. Moreover, given the ever-increasing political pressure to secure the border with Mexico, the third program has good chances to be fully implemented.
"The public should take notice,” Sethi, of the ACLU, told Motherboard. “These programs may be coming to a theater near you."

All Texans to be tracked like dogs under ominous Big Brother vaccine database legislation

Natural News
March 2, 2015

(NaturalNews) The National Vaccine Information Center has issued an alert for Texans to help stop forced vaccination and government coercion in their home state. A total of nine bills are currently pending in the Texas state legislature that threaten medical choice and fundamental human rights.

These laws are the extension of the current wave of vaccine hysteria sweeping America thanks to an aggressive new push toward medical fascism by the mainstream media.

These bills blatantly violate the American Medical Association's published Code of Ethics which require informed consent for all medical interventions. But medical extremism in America today is not bound by anything resembling medical ethics, and if these Texas lawmakers get their way, every person living in Texas will be tracked like dogs with a government-run vaccine status database that will almost certainly be used to conduct house-to-house SWAT raids and arrests of those who refuse to be vaccinated.

From the National Vaccine Information Center:

HELP STOP FORCED AND COERCED VACCINATION IN TEXAS

2 NVIC and PROVE Events at the State Capitol this Week -- PLEASE Attend!
Hearing on Tuesday and Legislative Visitor Day on Wednesday

1) Registered OPPOSITION needed at House Public Health Committee Hearing on HB 465: A bill to remove the current opt-in consent requirement for inclusion in the government vaccine tracking system and instead makes inclusion automatic for adults and children alike. The bill provides for an intrusive and ineffective opt-out. The state should continue to ask permission before they are allowed to take, track and share someone'svaccination status. This information is used for vaccination enforcement and research.

Tuesday, March 3, 2015, 8:00 a.m. Capitol Extension Hearing Room E2.012, Austin, TX

We need people to arrive by 7:45 a.m. and submit a witness affirmation card against the bill on behalf of themselves and any organizations they represent before the hearing starts. Please feel free to stay and watch the hearing or submit written or oral testimony against the bill. More information on this bill will be coming tomorrow and please plan to be there if you can!

Legislators and staff need to be educated to stop a multitude of bills filed that enable forced or coerced vaccination in Texas. Please come to the Capitol and help! We will supply the training and legislative educational materials.

Schedule:

9:50 a.m.: Meet outside of Committee Hearing Room E1-026 in the Capitol Extension

10 -- 11 a.m.: Bill Briefing, Visitor Training, and Legislative Visitor Packet distribution from PROVE and NVIC in Committee Hearing Room E1-026

11 a.m. -- 1 p.m.: Visit Assigned Legislative offices and drop off packets

1 -- 2:30 p.m.: Lunch (please bring money), Sharing, and Debriefing in the Capitol Extension Cafeteria

Parking: Capitol Visitors Parking Garage located at 1201 San Jacinto, between Trinity and San Jacinto Streets, at 12th and 13th Streets.

http://www.tspb.state.tx.us/spb/plan/Parking...

Attire: Your appearance is important. Please wear business clothing. (Women: dress slacks, suits or skirts. Men: dress slacks and ties, suit coats optional). The truth is you will be judged on your appearance as you represent the side of informed consent to vaccination so please dress professionally. Comfortable but nice walking shoes are helpful. If you are choosing to bring children, they should be dressed conservatively and neatly, and you should bring another adult with you to hold your children or occupy them while you present information to an office.

We are requesting that all attendees pre-register for this event so we can divide visitor teams and legislative educational materials ahead of time. We will be checking your name against our sign up list at the 10 a.m. educational session. Please sign up here:

http://nvicadvocacy.org/members/Hidden/Forms...

You will be visiting the offices of your own State Senator and State Representative in addition to a handful of other legislative offices that do not have someone from their district attending. Expect to share your story with the offices you visit about why it is important to your family that bills that force and coerce a one-sized vaccination schedule in Texas need to be opposed.

If you have a family member who has been injured or killed by a vaccine, please be ready to share that story. We will also have presentation materials to help you explain why the bills below should be opposed. We all are aiming for a human connection with legislators and staff. Sincere, respectful, and educational communications are our top priority and the most effective.

We are looking forward to seeing you on Tuesday and Wednesday!

Sincerely,

Dawn Richardson and Rebecca Rex

" And he causeth all, both small and great, rich and poor, free and bond, to receive a mark in their right hand, or in their foreheads:
And that no man might buy or sell, save he that had the mark, or the name of the beast, or the number of his name.
Here is wisdom. Let him that hath understanding count the number of the beast: for it is the number of a man; and his number is Six hundred threescore and six." Revelation 13:16-18

A Report from Cubic Corporation reveals the reality of a coming Cashless society in the near future.

According to the Cubic Corporation website they are:
....diversified systems and services company in transportation and defense markets worldwide. We are a leading technology and specialized services company with a worldwide presence in nearly 60 nations. Cubic employs approximately 8,000 people worldwide.
Cubic’s defense businesses provide comprehensive mission support services and training systems that strengthen the readiness of national militaries and security forces. Our communications and cyber products safeguard and transmit data in real world operations. We also track assets for commercial and military customers who need to know about their assets 24/7 anywhere in the world.
The Document published in 2012 by Cubic Corporation  titled: "Urban Intelligence II-A Cashless Society is Coming Soon"discusses the near future of a cashless society, and some of the benefits that will be enjoyed by banking institutions and governments:

  • Cash is expensive to print, inspect, move, store and guard
  • Counterfeiting is always going to be a problem as long as paper currency exists
  • Cash is favored by criminals because it does not leave a paper trail. Eliminating cash would make it much more difficult for drug dealers and other criminals to do business
  • A cashless society would give governments more control.Governments would be able to track virtually all transactions and would also be able to monitor tax compliance much more closely
The document reveals that currently in the United States, only about 7% of all transactions are still done in paper and coin currency. The document also discusses the use of facial recognition, voice analysis and the use of RFID implants in the current time and near future for improved security measures against identity theft.
The article states RFID use may be utilized by the TSA in the near future as well:

An RFID chip can be read up to four feet away, making it a prime candidate for TSA identity scanning. So the convenience factor on many levels may move the technology forward to enable a future cashless society

The video report by the Financial Times discusses the use of electronic currencies such as bitcoin, and the use of meta data attached which would be able to put limits on what could actually be purchased with the electronic credits.

Ohio Refuses Real ID Federal Laws

January 10, 2014

In April, the Department of Homeland Security (DHS) reportedly will begin enforcing the REAL ID Act, a measure requiring Americans to produce federal government-approved identification upon demand.
In order to ensure that all Americans carry the national ID card, the REAL ID Act establishes standards for driver's
licenses that must be met by states. DHS reports that to date 21 state governments have complied with the federal mandates.
One of those states, however, has now backed out of the REAL ID program.
http://www.thenewamerican.com/usnews/...

Privacy concerns have scuttled state plans to meet all federal "Real ID" standards, which could result in Ohio driver's licenses not being accepted as sufficient identification to board airplanes and enter federal buildings.
http://www.dispatch.com/content/stori...

Enforcement of the REAL ID Act will begin in April, the Department of Homeland Security (DHS) announced. The enforcement will start in steps within restricted areas of DHS headquarters, followed by a phased approach with substantial enforcement in 2016.

School District Requiring Students To Wear Microchips To Track Every Move...

CBS Houston
November 25, 2012

SAN ANTONIO (AP) — A San Antonio school district’s website was hacked over the weekend to protest its policy requiring students to wear microchip-embedded cards tracking their every move on campus.
A teenager purportedly working with the hacker group Anonymous said in an online statement that he took the site down because the Northside school district “is stripping away the privacy of students in your school.”
The teen, who identified himself in an email as being 16 years old, said he hacked into the website Saturday, and it was not working Sunday. District spokesman Pascual Gonzalez said he has not yet been able to confirm that it was hacked.
Starting this fall, all students at John Jay High School and Anson Jones Middle School are required to carry identification cards embedded with a microchip. They are tracked by the dozens of electronic readers installed in the schools’ ceiling panels.
Northside has been testing a “radio frequency identification” tracking system for the two schools to increase attendance in order to secure more state funding, officials have said. The program, which kicked off at the beginning of this school year, eventually could be used at all of Northside’s 112 campuses, officials have said. The district is the fourth largest in Texas with more than 97,000 students.

‘Barcode everyone at birth’

Editor's Note: The Establishment loves to publicize calls for "barcode IDs" and "chip implants" by popular authors and Icons in the film and music industries, in order to acclimate the masses to such an idea. Of course this is dangerous due to the fact that government amasses power and control at the people's peril.

11And I beheld another beast coming up out of the earth; and he had two horns like a lamb, and he spake as a dragon.   12And he exerciseth all the power of the first beast before him, and causeth the earth and them which dwell therein to worship the first beast, whose deadly wound was healed.   13And he doeth great wonders, so that he maketh fire come down from heaven on the earth in the sight of men,   14And deceiveth them that dwell on the earth by the means of those miracles which he had power to do in the sight of the beast; saying to them that dwell on the earth, that they should make an image to the beast, which had the wound by a sword, and did live.   15And he had power to give life unto the image of the beast, that the image of the beast should both speak, and cause that as many as would not worship the image of the beast should be killed.   16And he causeth all, both small and great, rich and poor, free and bond, to receive a mark in their right hand, or in their foreheads:   17And that no man might buy or sell, save he that had the mark, or the name of the beast, or the number of his name.   18Here is wisdom. Let him that hath understanding count the number of the beast: for it is the number of a man; and his number is Six hundred threescore and six.   -REVELATION

This week science fiction writer Elizabeth Moon argues that everyone should be given a barcode at birth.
“If I were empress of the Universe I would insist on every individual having a unique ID permanently attached - a barcode if you will; an implanted chip to provide an easy, fast inexpensive way to identify individuals.
It would be imprinted on everyone at birth. Point the scanner at someone and there it is.
Having such a unique barcode would have many advantages. In war soldiers could easily differentiate legitimate targets in a population from non combatants.
This could prevent mistakes in identity, mistakes that result in the deaths of innocent bystanders. Weapons systems would record the code of the use, identifying how fired which shot and leading to more accountability in the field.
Anonymity would be impossible as would mistaken identity making it easier to place responsibility accurately, not only in war but also in non-combat situations far from the war.”
You can listen to Elizabeth discuss her idea with aerial warfare expertElizabeth Quintana  and war ethics authority David Rodin in more detail on the BBC World Service programme The Forum, where you can also download more 60-second ideas.

U.S. MILITARY DEVELOPING SPYCHIPS FOR SOLDIERS

Government wants 'health' benefits from nanosensors

World Net Daily
May 6, 2012

The U.S. military wants to plant nanosensors in soldiers to monitor health on future battlefields and immediately respond to needs, but a privacy expert warns the step is just one more down the road to computer chips for all.
“It’s never going to happen that the government at gunpoint says, ‘You’re going to have a tracking chip,’” said Katherine Albrecht, who with Liz McIntyre authored “Spychips,” a book that warns of the threat to privacy posed by Radio Frequency
“It’s always in incremental steps. If you can put a microchip in someone that doesn’t track them … everybody looks and says, ‘Come on,’” she said. “It’ll be interesting seeing where we go.”
According to a report at Mobiledia, the U.S. military’s Defense Advanced Research Projects Agency has confirmed plans to create nanosensors to monitor the health of soldiers on battlefields.
The devices also would report data to doctors. But privacy analysts have expressed concern that the implants could be used not just to monitor health but to keep track of and possibly control people.
DARPA describes the technology on which it is working as “a truly disruptive innovation,” which would diagnose, monitor vital states and “even deliver medicine into the bloodstream.”
According to LiveScience.com, “Solving the problem of sickness could have a huge impact on the number of soldiers ready to fight, because far more have historically died due to illness rather than combat.”
The report suggested that for special forces, “the practical realization of implantable nanosensors capable of monitoring multiple indicators of physiological state could be a truly disruptive innovation.”
Already being researched is the concept of nanosensors diagnosing disease.
DARPA expects to launch a second effort focused on treatment later this year.

New Microchip Knows Your Location To Within Centimeters

Forget a chip in your forehead – the ‘mark of the beast’ is the cell phone
Paul Joseph Watson
Infowars.com
Tuesday, April 10, 2012
The development of a new microchip for cell phones that knows the user’s location to within a few centimeters confirms the fact that contrary to biblical fears about mandatory implantable microchips, people have willingly exchanged their privacy for convenience and that the cell phone itself is the de facto “mark of the beast”.
“Broadcom has just rolled out a chip for smart phones that promises to indicate location ultra-precisely, possibly within a few centimeters, vertically and horizontally, indoors and out,” reports MIT Technology Review.
“In theory, the new chip can even determine what floor of a building you’re on, thanks to its ability to integrate information from the atmospheric pressure sensor on many models of Android phones. The company calls abilities like this “ubiquitous navigation,” and the idea is that it will enable a new kind of e-commerce predicated on the fact that shopkeepers will know the moment you walk by their front door, or when you are looking at a particular product, and can offer you coupons at that instant.”
Over 82% of Americans own cell phones, with around half of these being smart phones. In the near future, the majority of Americans will own smart phones that will have the ability to track their location down to a few centimeters.
With the effort to legally establish surveillance drones as a legitimate tool in domestic law enforcement, authorities could save a lot of time and money by simply requesting cell phone companies provide real-time tracking of suspects via their smart phones.
Indeed, Apple, Google and Microsoft have all been caught secretly tracking the physical locations of their users and saving that information to a file. How long is it before such data is instantly available to law enforcement bodies on demand, just as governments are legislating that ISPs and cell phone companies divulge our web browsing histories, email, texts and call information?

A Cashless Society May Be Closer Than Most People Would Ever Dare To Imagine

The Economic Collapse
Friday, March 30, 2012
Most people think of a cashless society as something that is way off in the distant future.  Unfortunately, that is simply not the case.  The truth is that a cashless society is much closer than most people would ever dare to imagine.

To a large degree, the transition to a cashless society is being done voluntarily.  Today, only 7 percent of all transactions in the United States are done with cash, and most of those transactions involve very small amounts of money.  Just think about it for a moment.  Where do you still use cash these days?  If you buy a burger or if you purchase something at a flea market you will still use cash, but for any mid-size or large transaction the vast majority of people out there will use another form of payment.  Our financial system is dramatically changing, and cash is rapidly becoming a thing of the past.  We live in a digital world, and national governments and big banks are both encouraging the move away from paper currency and coins.  But what would a cashless society mean for our future?  Are there any dangers to such a system?
Those are very important questions, but most of the time both sides of the issue are not presented in a balanced way in the mainstream media.  Instead, most mainstream news articles tend to trash cash and talk about how wonderful digital currency is.
For example, a recent CBS News article declared that soon we may not need “that raggedy dollar bill” any longer and that the “greenback may soon be a goner”….
It’s what the wallet was invented for, to carry cash. After all, there was a time when we needed cash everywhere we went, from filling stations to pay phones. Even the tooth fairy dealt only in cash.
But money isn’t just physical anymore. It’s not only the pennies in your piggy bank, or that raggedy dollar bill.
Money is also digital – it’s zeros and ones stored in a computer, prompting some economists to predict the old-fashioned greenback may soon be a goner.
“There will be a time – I don’t know when, I can’t give you a date – when physical money is just going to cease to exist,” said economist Robert Reich.
So will we see a completely cashless society in the near future?
Of course not.  It would be wildly unpopular for the governments of the world to force such a system upon us all at once.
Instead, the big banks and the governments of the industrialized world are doing all they can to get us to voluntarily transition to such a system.  Once 98 or 99 percent of all transactions do not involve cash, eliminating the remaining 1 or 2 percent will only seem natural.
The big banks want a cashless society because it is much more profitable for them.
The big banks earn billions of dollars in fees from debit cards and they make absolutely enormous profits from credit cards.
But when people use cash the big banks do not earn anything.
So obviously the big banks and the big credit card companies are big cheerleaders for a cashless society.
Most governments around the world are eager to transition to a cashless society as well for the following reasons….
-Cash is expensive to print, inspect, move, store and guard.
-Counterfeiting is always going to be a problem as long as paper currency exists.
-Cash if favored by criminals because it does not leave a paper trail.  Eliminating cash would make it much more difficult for drug dealers, prostitutes and other criminals to do business.
-Most of all, a cashless society would give governments more control.  Governments would be able to track virtually all transactions and would also be able to monitor tax compliance much more closely.
When you understand the factors listed above, it becomes easier to understand why the use of cash is increasingly becoming demonized.  Governments around the world are increasingly viewing the use of cash in a negative light.  In fact, according to the U.S. government paying with cash in some circumstances is now considered to be “suspicious activity” that needs to be reported to the authorities.
This disdain of cash has also grown very strong in the financial community.  The following is from a recent Slate article….
David Birch, a director at Consult Hyperion, a firm specializing in electronic payments, says a shift to digital currency would cut out these hidden costs. In Birch’s ideal world, paying with cash would be viewed like drunk driving—something we do with decreasing frequency as more and more people understand the negative social consequences. “We’re trying to use industrial age money to support commerce in a post-industrial age. It just doesn’t work,” he says. “Sooner or later, the tectonic plates shift and then, very quickly, you’ll find yourself in this new environment where if you ask somebody to pay you in cash, you’ll just assume that they’re a prostitute or a Somali pirate.”
Do you see what is happening?
Simply using cash is enough to get you branded as a potential criminal these days.
Many people are going to be scared away from using cash simply because of the stigma that is becoming attached to it.
This is a trend that is not just happening in the United States.  In fact, many other countries are further down the road toward a cashless society than we are.
Up in Canada, they are looking for ways to even eliminate coins so that people can use alternate forms of payment for all of their transactions….
The Royal Canadian Mint is also looking to the future with the MintChip, a new product that could become a digital replacement for coins.
In Sweden, only about 3 percent of all transactions still involve cash.  The following comes from a recent Washington Post article….
In most Swedish cities, public buses don’t accept cash; tickets are prepaid or purchased with a cell phone text message. A small but growing number of businesses only take cards, and some bank offices — which make money on electronic transactions — have stopped handling cash altogether.
“There are towns where it isn’t at all possible anymore to enter a bank and use cash,” complains Curt Persson, chairman of Sweden’s National Pensioners’ Organization.
In Italy, all very large cash transactions have been banned.  Previously, the limit for using cash in a transaction had been reduced to the equivalent of just a few thousand dollars.  But back in December, Prime Minister Mario Monti proposed a new limit of approximately $1,300for cash transactions.
And that is how many governments will transition to a cashless society.  They will set a ceiling and then they will keep lowering it and lowering it.
But is a cashless society really secure?
Of course not.
Bank accounts can be hacked into.  Credit cards and debit cards can be stolen.  Identity theft all over the world is absolutely soaring.
So companies all over the planet are working feverishly to make all of these cashless systems much more secure.
In the future, it is inevitable that national governments and big financial institutions will want to have all of us transition over to using biometric identity systems in order to combat crime in the financial system.
Many of these biometric identity systems are becoming quite advanced.
For example, just check out what IBM has been developing.  The following is from a recent IBM press release….
You will no longer need to create, track or remember multiple passwords for various log-ins. Imagine you will be able to walk up to an ATM machine to securely withdraw money by simply speaking your name or looking into a tiny sensor that can recognize the unique patterns in the retina of your eye. Or by doing the same, you can check your account balance on your mobile phone or tablet.
Each person has a unique biological identity and behind all that is data. Biometric data – facial definitions, retinal scans and voice files – will be composited through software to build your DNA unique online password.
Referred to as multi-factor biometrics, smarter systems will be able to use this information in real-time to make sure whenever someone is attempting to access your information, it matches your unique biometric profile and the attempt is authorized.
Are you ready for that?
It is coming.
In the future, if you do not surrender your biometric identity information, you may be locked out of the entire financial system.
Another method that can be used to make financial identification more secure is to use implantable RFID microchips.
Yes, there is a lot of resistance to this idea, but the fact is that the use of RFID chips in animals and in humans is rapidly spreading.
Some U.S. cities have already made it mandatory to implant microchips into all cats and all dogs so that they can be tracked.
All over the United States, employees are being required to carry badges that contain RFID chips, and in some instances employers are actually requiring employees to have RFID chips injected into their bodies.
Increasingly, RFID chips are being implanted in the upper arm of patients that have Alzheimer’s disease.  The idea is that this helps health care providers track Alzheimer’s patients that get lost.
In some countries, microchips are now actually being embedded into school uniforms to make sure that students don’t skip school.
Can you see where all of this is headed?
Some companies are even developing RFID technologies that do not require an injection.
One company called Somark has developed chipless RFID ink that is applied directly to the skin of an animal or a human.  These “RFID tattoos” are applied in about 10 seconds using micro-needles and a reusable applicator, and they can be read by an RFID reader from up to four feet away.
Would you get an “RFID tattoo” if the government or your bank asked you to?
Some people out there are actually quite excited about these new technologies.
For example, a columnist named Don Tennant wrote an article entitled “Chip Me – Please!” in which he expressed his unbridled enthusiasm for an implantable microchip which would contain all of his medical information….
“All I can say is I’d be the first person in line for an implant.”
But are there real dangers to going to a system that is entirely digital?
For example, what if a devastating EMP attack wiped out our electrical grid and most of our computers from coast to coast?
How would we continue to function?
Sadly, most people don’t think about things like that.
Our world is changing more rapidly than ever before, and we should be mindful of where these changes are taking us.
Just because our technology is advancing does not mean that our world is becoming a better place.
There are millions of Americans that want absolutely nothing to do with biometric identity systems or RFID implants.
But the mainstream media continues to declare that nothing can stop the changes that are coming.  A recent CBS News article made the following statement….
“Most agree a cashless society is not only inevitable, for most of us, it’s already here.”
Yes, a cashless society is coming.
Are you ready for it?
